The public consultation on HCMI v3.0 and HWMI v2.0 is open until 15 May 2026, and we welcome feedback from all stakeholders.
The Hotel Carbon Measurement Initiative (HCMI), first launched in 2012, is now used by over 30,000 hotels worldwide to calculate and report greenhouse gas emissions in a consistent and comparable way. The Hotel Water Measurement Initiative (HWMI), first published in 2016, provides a consistent methodology for measuring and reporting water withdrawal. HCMI v3.0 and HWMI v2.0 build on earlier versions through stronger alignment with emerging frameworks, enhanced data quality requirements, and greater audit-readiness.
These consultation drafts mark the proposed transition of HCMI and HWMI from industry guidance tools to formal global methodology standards. Developed by WSHA with RE Tech Advisors, and informed by Working Groups and an Industry Advisory Group, the drafts are intended to strengthen consistency, usability and confidence in reported data, while improving compatibility with WSHA’s Universal Sustainability KPIs and Net Positive Hospitality Pathway.
This public consultation is the main opportunity for stakeholders to help shape the final requirements before global release. We invite all interested parties to review the consultation drafts and share feedback.

Key updates include expanded Scope 3 coverage (Category 1, 3, and 5), improved calculation consistency, alignment with the GHG Protocol, updated output denominators, and enhanced audit-readiness.
